Learning how Grand Junction is rethinking mobility so public spaces bring people together, not push them apart. Hearing how Buena Vista is linking housing and water policy so our growth doesn’t dry up our future.

It’s humbling — all of us, across Colorado, trying to solve the same problems: how to keep our towns livable, fair, and full of life for the people who call them home. 🌈

I’ll be back in Salida on Saturday for our Anti-Displacement Forum and Community Party at High Side (5 PM!) — part town hall, part throwdown, part celebration of the locals who make this place something special.

Salida residents are invited to join Salty Riggs and Joey Rovinsky at High Side Bar and Grill for an Anti-Displacement Forum and Community Party — a conversation about housing, wages, and what it will take to keep Salida livable for the people who make it work.

Riggs, a Ward 3 City Council candidate and President of BETCH (Bringing Everyone Together through the Crisis of Housing), has spent the past several years helping move key housing initiatives from ideas to action — including the South Ark Neighborhood, Artspace downtown housing, and the new Senior Center with memory care.

Rovinsky, a Ward 1 candidate and BETCH Vice President, has worked alongside Riggs to expand awareness of the full housing ecosystem — from short-term rental policy to ADUs and regional affordability efforts.

Nearly 90% of Salida’s budget comes from sales tax on retail and food service. Our city runs on the people who pour the coffee, fix the cars, and check out the groceries—not on the people turning a profit on vacation homes.

Yet City Council keeps spending its time debating how to make life easier for people who already have extra housing, instead of focusing on the 90% of us who are struggling to stay.

Nine out of ten people who live and work in Salida couldn’t afford to buy a home here today. That’s not bad luck. That’s bad priorities.

Short-term rentals, especially those owned by out-of-towners, should not be the center of the conversation. Every hour spent protecting investor profits is an hour stolen from solving real problems like childcare, workforce housing, and senior living.

Keeping Salida affordable isn’t about stopping growth. It’s about making sure growth serves the people who keep this city alive.

Salida runs on the backs of workers. 90% of our city’s general fund comes from sales tax on food service and retail, music venues, and the people who keep them alive. Servers pulling doubles, bartenders closing down, line cooks on the grill, and the musicians on our stage are literally paying for streets, parks, payroll, and public safety.

And yet: tourism is down. Rents are up. And now, because of a lawsuit, the music that feeds this town’s spirit and pays workers’ bills has been cut off at the knees. Hours are being slashed at restaurants and venues.

We’re told to make room for peace and quiet. But let’s be real: locals didn’t build Salida for silence. We built our lives around a vibrant downtown, live music under the stars, and community festivals that are the heartbeat of this valley.

When our housing is treated like an investment strategy and our culture treated like a nuisance, workers lose twice: no homes, no hours.

We deserve better. We keep the lights on. We pay the bills. We make Salida more than a postcard.

Last spring, I had the honor of participating in the Chinook Fund’s Giving Project — a group of strangers from across Colorado who came together to fund grassroots justice.

I’ll be honest: I’d never raised money like this before. I was timid, intimidated, and unsure I could pull it off. But being part of something bigger than myself gave me courage.

Together, we raised over $120,000 and granted it to 31 organizations doing powerful, local work — from tenant unions to Indigenous coalitions to community health groups.

What I learned is that courage doesn’t come from having all the answers — it comes from showing up anyway. It comes from trusting other people enough to ask, and believing that small acts, stacked together, can change everything.

None of us wrote a six-figure check. It happened the same way change always happens: through dozens of small acts that add up. Every conversation. Every pledge. Every “yes.”

That’s how we fund movements. That’s how we shift power. And it’s the same way we’ll build a future right here at home.

Housing is slow. Painfully slow. I’ve been at this for five years. We’re finally beginning to see progress on Jane’s Place and other projects that started before my time. But The Crossing is the first project I’ve been a part of from the very beginning that’s actually made it this far.

And it’s a reminder: this takes so much work.

Countless hours of planning and negotiation.

Neighbors and community members who had to be brought on board.

Local and state partners aligning.

And the never-ending climb of costs — every delay adds more expense, which eats away at affordability.

It takes everyone pitching in. Developers like Paul Andrews, who saw this land as a place for roots, not speculation. Partners like Read McCulloch and the Chaffee Housing Trust, who’ve been grinding to make community-first projects real. Local advocates, elected officials, and everyday residents who kept showing up, even when it felt like progress was impossible.

This is what it looks like to build real housing solutions: long, hard, unglamorous work. And when you finally get to see it break ground, it’s worth every fight along the way.

This election is about one thing: Will Salida protect the short-term rental tax that funds our biggest housing wins — or roll it back and put them at risk?

That tax is paying for projects that will decide if locals can still afford to live here:

South Ark Neighborhood – 200+ affordable homes for people who live and work in Chaffee County.

Artspace – downtown housing for artists and creatives.

New Senior Center with Memory Care – so our elders can stay in the valley they built.

In 2022, I fought for Proposition 123 at the state Capitol and in our community.

I went door-to-door to pass Prop 123 and the lodging tax reallocation for housing and childcare.

I pushed the City of Salida and Chaffee County to opt in to Prop 123, unlocking millions in state funding for projects like The Crossing, The Flour Mill, Alpine West, Space to Create, and South Ark Neighborhood.

The lodging tax has already funded Janes Place, the 505 acquisition, and Ark Valley Preschool.

Lots of people support these projects. I’m the one who secured the funding, fought for the votes, and got the policies passed to make them real.

Now we have to finish what we started — and protect the resources that keep Salida livable for the people who call it home.

This week, the Chaffee County Commissioners used their public platform to accuse a volunteer—me—of being too “judgmental,” too “critical,” and of storming out of meetings.

They said this in an official meeting. On the record. In front of reporters. About a volunteer.

No misconduct report. No warning. No conversation. Just full-on public character assassination in response to… questions. About policy.

I still went to work the next day.

Because most volunteers still have day jobs. We don’t have PR teams. We don’t have attorneys. We just have group chats and a deep sense of regret.

In rural resort towns like mine, where most restaurants pool tips, this bill won’t just cut pay for servers—it’ll cut pay for dishwashers and line cooks too. The people keeping our small towns alive are already one rent hike away from moving out. And now the state is handing cities a wage-cutting tool like that’s not going to gut our workforce?

I said it in my testimony and I’ll say it again:
If your business model only works by paying poverty wages, your model is the problem.

I didn’t spend years fighting to fund Jane’s Place, pass short-term rental taxes, and zone new workforce housing just to have the state undercut every gain we’ve made.

Workers deserve better. Voters deserve honesty. And our communities deserve policies written by people who actually live here.
